This map also helps explain unexpected growth trends in percent White shown in the cluster map in Figure 3.  Many of the tracts with growth trends for percent White had a high proportion of Hispanics represented in their total White population in 2000.  These people may have been reporting themselves as non-White prior to the option to report as White Hispanic, and thus would be artificially indicating growth in White population.
